Cincinnati: Cincinnati police are explaining why it took officers more than 10 minutes to respond to a call initially labeled as "unknown trouble." Three people called 911 starting at 12:08 a.m. last Thursday to report a woman screaming in an alley south of West Court Street between Race and Vine streets.
